Airline miles and bank points are not the same thing
Airline miles
These live inside one airline's loyalty programme - Delta SkyMiles, United MileagePlus, and so on. They can usually only be spent on that airline and its partners, and the airline decides what an award seat costs. It can change that price whenever it likes.
Transferable points
These are a bank's own currency - Amex Membership Rewards, Chase Ultimate Rewards and the rest. They are not miles yet. They can often be moved into an airline programme at a published ratio, but only to that bank's partners, and the move is generally final.
